Shenyang, an old industrial city in Liaoning, has contributed numerous "firsts" in the industrial history of New China, and is continuously achieving new leaps on the new journey of the new era:

Last September, the "Endeavour", a hard rock TBM designed and manufactured by Northern Heavy Industries Group Co., Ltd.(NHI), set a record of 26,521 meters of tunneling by a single machine. At the beginning of this year, the world's first "supersonic" wide-body CT developed by Neusoft Medical Systems Co., Ltd. was unveiled at the Arab Health Exhibition and Conference. In July this year, Liaoning General Aviation Academy independently developed China's first four-seat electric-electric hybrid aircraft, the RX4M, which successfully completed its maiden flight in Shenyang

In September 2023, General Secretary Xi Jinping presided over a symposium on promoting the comprehensive revitalization of Northeast China in the new era, emphasizing that "the foundation for promoting the comprehensive revitalization of Northeast China lies in the real economy, the key lies in technological innovation, and the direction is industrial upgrading." In January this year, General Secretary Xi Jinping pointed out during his inspection in Liaoning Province: "The manufacturing industry must adhere to the direction of high-end, intelligent, and green development, and continuously improve the technological content and added value of products.".

Bearing in mind the earnest instructions of General Secretary Xi Jinping, Shenyang is accelerating the construction of a modern industrial system, focusing on promoting the high-end, intelligent, and green development of the manufacturing industry, climbing  higher, moving towards the new, and pursuing green development, continuously consolidating the foundation for high-quality development.

Accelerate the development of advanced manufacturing clusters and strive to ascend to the mid-to-high end of the value chain——

As the music began to play, a "robotic arm" and a professional actor collaborated in a performance, showcasing human-robot interaction through rotations and lifts. "This is our newly launched heavy-load robot this year, capable of lifting up to 270 kilograms with millimetre-level precision," introduced Zhang Jin, President of Shenyang Siasun Robot & Automation Co., Ltd.( Siasun).

Currently, products from Siasun Company are exported to over 40 countries and regions. As of the end of last year, the Shenyang robotics and intelligent manufacturing cluster had gathered more than 700 industrial enterprises above designated size, with an output value accounting for over 20% of the city's total industrial output value.

In recent years, Shenyang has successively issued implementation opinions for accelerating the development of advanced manufacturing industry clusters and special plans for 10 key industry clusters, propelling the manufacturing industry towards the mid-to-high end of the industrial and value chains. By 2024, the scale of the city's 10 key industry clusters will exceed one trillion yuan, with the number of industry clusters valued at hundreds of billions reaching five; the Shenyang-Dalian industrial machine tool cluster and the Shenyang aviation cluster have been selected as national advanced manufacturing industry clusters.

Promote the intelligent transformation of industrial enterprises, and accelerate the integration of new-generation information technology with traditional manufacturing industries——

At Shengu Group, thanks to the application of the industrial internet, over 1.9 million drawings are saved annually, and the processing efficiency of key components such as impellers has increased by 28.2%. At NHI, by establishing a production big data platform, the manufacturing cycle has been shortened by over 30%... Shenyang promotes the adoption of cloud and digital technologies by industrial enterprises, carrying out initiatives such as "equipment core replacement" and "production line replacement", empowering the transformation and upgrading of traditional industries with new-generation information technology.

In 2024, Shenyang, focusing on "intelligent transformation and digital upgrading", implemented 105 smart upgrade projects, newly cultivated 23 smart factories and 30 digital workshops. The penetration rate of digital R&D design tools and the numerical control rate of key processes in industrial enterprises reached 82.8% and 71.5% respectively. Shenyang was among the first batch of pilot cities for new technological transformation in the manufacturing industry nationwide, and was selected as a pilot city for the integrated application of "5G + Industrial Internet". The quality and efficiency of manufacturing industry development have been significantly improved.

Implement the "Green Manufacturing" special action to continuously enhance the "green content" of industrial development——

Upon entering the API (Active Pharmaceutical Ingredient) factory area of Northeast Pharm Group Co., Ltd., one is greeted by a fully enclosed gas collection network erected in the air, with no unusual odor in the air. "The factory area has achieved a fully enclosed production environment and a unified gas collection network," said Zhang Nan, Deputy Secretary of the Party Committee of Northeast Pharm. "Taking vitamin C production as an example, by collecting, spraying, and incinerating methanol tail gas from various blocks, we can effectively reduce exhaust emissions."

To accelerate the green and low-carbon development of industries, Shenyang has thoroughly implemented the "Green Manufacturing" special action, cultivating a total of 74 national-level green manufacturing units and 275 provincial-level ones. Through technological transformation, resource recycling, and other measures, the energy consumption per unit of industrial added value has decreased by more than 15% in four years.

Shenyang is moving steadily towards becoming a strong manufacturing city from a large one, with high-quality development in its manufacturing industry. In 2024, the added value of high-tech manufacturing enterprises above a certain size in Shenyang increased by 17.6% year-on-year, and the number of technology-based enterprises exceeded 25,000. "By thoroughly implementing the spirit of General Secretary Xi Jinping's important speech, Shenyang is focusing on accelerating the construction of a modern industrial system with its own unique advantages, and promoting the steady improvement of the level of self-reliance and controllability of industrial and supply chains," said Huo Bugang, member of the Standing Committee of the Liaoning Provincial Party Committee and Secretary of the Shenyang Municipal Party Committee.
