On February 9th, Zhou Liangqiu, Party Secretary and President of the Export-Import Bank of China Liaoning Branch, and his delegation visited NHI for survey. Zhang Bin, President of NHI, He Changyou, Chief Financial Officer, and Bu Rui, Chairman of Trade Union warmly received him.

On behalf of Huang Zhihua, chairman of NHI, Zhang Bin first welcomed Zhou Liangqiu and his delegation, and introduced the development of Fangda Group and NHI. He said that Fangda Group, guided by the culture of party building, adhered to the leadership of the Party and assumed social responsibility, and fulfilled its commitments and made contributions in the work of epidemic prevention and control and poverty alleviation. After the implementation of the mixed reform in NHI, the Group put forward the principle of "three no reductions", and solved the problem of employees’ positions by expanding the business scope. Instead of reduction of employees, with the increasing production requirement, it recalled more than 1,000 off-the-job employees before the mixed reform, enabling them to return to their jobs, demonstrating a strong sense of social responsibility.

Zhou Liangqiu sincerely admired the sense of social responsibility and the entrepreneurial spirit of Fang Wei, Chairman of the board of directors of Fangda Group. He said that it was not difficult to see from the development of NHI that Fangda Group had a strong enterprise management ability, can rejuvenate NHI in a short time, and must have its own uniqueness. He hoped to know more about the reform in NHI.

Zhang Bin said that since the implementation of the mixed reform, NHI had adhered to the corporate values of "operating enterprises must benefit the government, enterprises and employees". It introduced the mature, advanced, flexible, efficient and fully market-oriented institutional mechanism of Fangda Group, and relied on the group's abundant capital advantages, especially under the influence and change of the corporate culture of "party building is the soul" to promote NHI to enter a new stage of complete marketization.

First, it is to improve the governance structure, re-elect the board of directors and the board of supervisors, to select and hire management members by the board of directors, and to evaluate middle-level cadres according to their performance.  Secondly, it is to reconstruct the operation structure, standardize the enterprise operation with the system according to the centralized management, lean and efficient operation mode, and unify the management of production, supply, marketing, technology and finance to ensure the overall coordination and direction of the company's business activities. Thirdly, it is to innovate the management system, implant the concept of refined management, standardize the business operation with the system, guide the cadres and employees with the principle of marketization, and ensure that "everything is answered and everything is implemented" by introducing the supervision system and the "Racing" system, and at the same time enhance the sense of competition. Last, it is to improve the incentive mechanism by breaking the "big pot", implement the distribution mechanism of "You work, you get and work harder, get more", and formulate a series of incentive policies of "Gold is before you, tiger is after you". Up to now, more than 100 million yuan of special awards have been distributed.

Zhang Bin said that through a series of reform, transformation and upgrading measures, various business indicators, NHI have increased substantially since 2019, and its profitability has greatly improved.

Zhou Liangqiu appreciated Fangda Group's corporate culture of "Party building is the soul", and was full of confidence in further deepening reform and achieving greater achievements in NHI in the future. He said that in 2022, China's economic work should "Steady is key work and strive for progress steadily", and the financial support for the entity economy will be further strengthened. NHI is a representative enterprise for deepening reform in the field of equipment manufacturing. The Export-Import Bank is willing to support the healthy development of enterprises.

Zhang Bin appreciated the strong support from the Export-Import Bank to NHI. He said that Fangda Group helped NHI built a broad stage, and NHI will rely on the advantages of traditional technology to seek more and broader cooperation opportunities, firmly grasp the two key points of market and R&D, and show new achievements in new fields, new products and new technologies. Through diversified transformation and upgrading, enterprises will achieve leap-forward development.
