NHI has a long history with a profound technical accumulation. Regarded as the cradle of Chinese heavy machinery industries, NHI was a national high-tech enterprise and one of the top 100 enterprises in Chinese machinery industries. NHI ranked the leading position in domestic and international heavy machinery manufacturing industries with products exported to more than 50 countries and regions, creating glorious market performances in the past. In recent years, restricted by the old and backward concepts of the traditional state-owned enterprises, the closed and rigid system and mechanism, the management mode out of line with the markets and other obstacles, coupled with the fierce fluctuations of markets, NHI’s operation and development had fallen into a serious loss situation, which led the enterprise with a huge debt burden and a large number of employees facing the risk of unemployment.

On April 30, 2019, under the right guidance and promotion by Party Committee and municipal Government of Liaoning and Shenyang, Liaoning Fangda Group, with the feeling of contributing to hometown, actively participated in the judicial reorganization and mixed ownership reform of NHI, and became the largest shareholder of the enterprise by laws, bringing in complete market-oriented system and mechanism, abundant capital resource advantages and brand-new concept of management and development, enabling NHI with profound history and technology accumulation to remove the heavy historical burden and restore vitality. Since the mixed ownership reform, through the rapid input of market-oriented management concept, management mode, business mode and efficiency creation mode, NHI has reborn with vitality. 

After the mixed ownership reform, NHI established a long-term mechanism of safe operation in order to ensure the development. Since then, the economic operation of NHI has been developed well in all-round way and all production workshops have been fully occupied, receiving the continuous domestic and international orders. Under such circumstances, Mr. Fang Wei, chairman of the board of directors of Fangda Group, stressed that no strict management seemed enough regarding safety operation! In order to ensure the implementation of all work related to safety production, NHI took the result-oriented guidance, built a vertical and penetrating safety management system, implemented the target reward and punishment system of safety risk mortgage, implemented the safety production responsibility system of personnel at all levels, seriously assessed the violations found in the inspection, and jointly assessed the leaders of the workshop and branch to ensure the implementation of safety production among the operation specifications that everyone must abide by.

"Safety management can never be too strict". In the epidemic situation, NHI considered safety production as the basic premise of resumption of work and continuously strengthens safety management. In March and April, leaders of Liaoning Province and Shenyang Emergency Management Bureau visited Fangda Group NHI twice to investigate and guide the epidemic prevention and control, resumption of production and safety production, and affirmed the safety work since the mixed ownership reform of the enterprise.

NHI has set up a safety management team composed of full-time and part-time safety management personnel to carry out daily safety and production management tasks. Besides the 7 professional management personnel for safety production in the safety, technology and environmental protection department, each branch also has 27 full-time safety management personnel and 44 part-time safety management personnel. In addition, each production branch of NHI has established a safety inspection team to strengthen the daily on-site safety assurance work. At the same time, great importance has been attached to the work safety control and hidden danger investigation of high-risk and accident prone operations, such as special operations, dangerous operations and construction of related parties. The measures of tag approval will be carried out for high-risk operations such as high-altitude operation and limited space operation to strengthen risk control. The qualification of the third party will be reviewed, and the whole construction process will be monitored in order to ensure the safety of construction personnel and equipment. Supervision to workshop shall be performed daily to eliminate violations and potential risks in time. The safety inspection frequency to the second and third shifts will be increased to prevent accidents. At the same time, the problems found in the inspection shall be assessed strictly in accordance with the relevant system of enterprise.

The company has also established a "horse racing" mechanism for safety management to strengthen safety management, and regularly revised the "horse racing" plan for safety management (trial implementation). Safety management "horse racing" assessment on each unit will be carried out every month. And the violations, potential safety hazards, production safety accidents and daily basic safety management of each unit shall be strictly assessed. 

Based on the epidemic situation, a leading group of joint prevention and control of the epidemic was set up by NHI before the Spring Festival. The notice regarding novel coronavirus infection prevention and control work as well as a series of work arrangements have also been formulated and issued, and the emergency plan has been improved. At the same time, according to the relevant deployment of provincial and municipal epidemic prevention and control, combined with the actual situation of NHI, the notice on the promotion of "health pass code" by the company and the notice on further prevention and control of the epidemic situation of overseas personnel entering Shenyang were formulated and issued in time. NHI organized the distribution of masks to employees as needed, and required all employees to wear masks in the whole process of entering the plant. 8 waste masks recycling bins were set up which was disposed in time. 9 isolation rooms were set up in No. 10 office building of NHI, which were in charged by specially assigned personnel, to provide isolation for the employees who meet conditions of home isolation.

During this year, NHI will complete full coverage of monitoring to the production site within the plant, and set up a central control room in the production & command center, by which to achieve no dead corner monitoring in production site, more effectively eliminate illegal operations, and ensure the life safety of employees. According to the concept of "employees as the center and employees as family members" of Fangda Group, the safe production will be promoted and the safety alarm will always be sounded.
